接四川省教育厅通知，根据《四川省外国留学生政府奖学金管理办法》及学校相关规定和评选要求，现启动学校2025年度四川省外国留学生政府奖学金的申请工作，具体事宜通知如下：

To all schools/colleges and all international students,

According to the notification from the Sichuan Provincial Department of Education, and in accordance with the Administrative Measures for the Sichuan Provincial Government Scholarship for International Students and relevant university regulations and selection requirements, the application process for the 2025 Sichuan Provincial Government Scholarship for International Students is hereby initiated. The relevant details are as follows:

一、申请对象

未超过基本修业年限的符合参评条件的博士生、硕士生及本科生。（特别说明：另有少量名额仅限2025级学生申请）。

I. Eligible Applicants

Doctoral, master’s, and undergraduate students who meet the selection requirements and have not exceeded the basic length of study. (Special note: A small number of scholarship slots are reserved exclusively for students enrolled in 2025.)

二、评审内容

道德品行、学习成绩、学习/科研态度、活动表现。

II. Evaluation Criteria

Moral conduct, academic performance, research and learning attitude, and participation in activities.

III. Application Requirements

（一）基本申请条件

1.申请人须为外籍公民，对华友好，身体健康；

2.遵守中国法律法规和校纪校规，无不良记录或犯罪记录；

3.学业课程成绩良好，无缺考、无挂科和不及格科目；

4.无欠缴学费、住宿费、保险费等情况；

5.上一学年无休学、保留学籍或延长学制情况；

6.出勤率良好，积极参加各类活动；

7.学历和年龄要求：

（1）本科生：须具有高中毕业学历，年龄不超过30岁；

（2）硕士研究生：须具有学士学位，年龄不超过35岁；

（3）博士研究生：须具有硕士学位，年龄不超过40岁。

8.满足《四川省外国留学生政府奖学金管理办法》以及学校规定的其他申请条件。

(1) Basic Requirements

1. Applicants must be foreign citizens, friendly to China, and in good physical health;

2. Must abide by Chinese laws and regulations as well as university rules, with no misconduct or criminal record;

3. Must have good academic performance, with no absences from exams, no failed courses, and no unqualified grades;

4. Must have no outstanding payments for tuition, accommodation, or insurance.

5. Must not have taken a leave of absence, retained student status, or extended the study period in the previous academic year.

6. Must have good attendance and actively participate in various activities.

7. Educational background and age requirements:

Undergraduates: High school diploma; under 30 years old.

Master’s students: Bachelor’s degree; under 35 years old.

Doctoral students: Master’s degree; under 40 years old.

8. Must meet all other requirements stipulated in the Administrative Measures for the Sichuan Provincial Government Scholarship for International Students and university regulations.

（二）凡属下列情况之一者，无参评资格：

1.因违反中国法律、法规受到刑事拘留、治安处罚或行政处罚者；

2.因酗酒、打架斗殴、赌博、吸毒以及传播、复制、贩卖非法书刊和音像制品等违法行为，被公安机关、学校处罚者；

3.因非法打工、非法居留、非法入境等违反中国法律法规行为被查处者；

4.参与非法社团组织活动，非法集会、结社、传教等；

5.因违反成都理工大学校纪、校规受到学校纪律处分者；

6.散布传播对华不友好言论，做出对华不友好行为者；

7.已超过基本修业年限者；

8.评审期间尚在休学状态者；

9.已获得或拟获得其他各级政府奖学金者；

10.学校和各培养单位认定的其他情形。

(2) Applicants under any of the following circumstances are not eligible:

1. Have been subject to criminal detention, public security punishment, or administrative penalties for violating Chinese laws or regulations

2. Have been punished by public security authorities or the university for misconduct such as alcohol abuse, fighting, gambling, drug use, or distributing/copying/selling illegal publications or audiovisual materials;

3. Have been penalized for illegal employment, illegal residence, illegal entry, or other violations of Chinese laws;

4. Participate in illegal organizations, assemblies, associations, or religious proselytizing;

5. Have received disciplinary sanctions from CDUT;

6. Make or spread unfriendly remarks or engage in unfriendly acts toward China;

7. Have exceeded the maximum period of study;

8. Being on leave of absence during the evaluation period;

9. Have already received other government scholarships;

10. Have other circumstances as determined by the University or relevant schools/colleges.

2.护照页&居留许可页（复印件）

2. Photocopy of passport information page and residence permit page;

3.经公证的最高学历证明；

3. Notarized certificate of highest academic qualification;

4.经公证的成绩单；

4. Notarized academic transcripts;

5.体检合格证明；

5. Valid physical examination certificate;

6.两名教授或副教授的推荐信（仅针对硕士、博士）；

6. Two recommendation letters from professors or associate professors (Master’s & PhD applicants only);

7.《国际研究生奖学金导师推荐意见表》（仅针对硕士、博士）（附件2）；

7. Supervisor Recommendation Form for International Postgraduate Scholarship (Master’s & PhD applicants only) (Attachment 2);

8.《国际本科生专业系主任或本科教秘奖学金推荐意见表》（仅针对本科生）（附件3）；

8. Department Chair/Teaching Secretary Recommendation Form for International Undergraduate Scholarship (Undergraduate applicants only)(Attachment 3);

9.其他支撑材料原件或扫描件，例如：参加学科竞赛证明、发表的学术论文（专著）证明、参加的科研项目、参加文体活动获奖证明、HSK证书、担任学生干部证明、志愿服务证明等。（在校老生此部分申请材料获得或参加时间应在2024-2025学年期间，即2024年9月1日-2025年8月31日，其余时段内的申请材料无效；2025级新生提供上一学段内的证明材料）

9. Original copies or scanned documents of supporting materials such as certificates of academic competitions, published papers or monographs, participation in research projects, awards from cultural or sports activities, HSK certificate, proof of student leadership, or volunteer service certificates. (For current continuing students, all supporting materials must be obtained between September 1, 2024 and August 31, 2025. Materials obtained outside this period are invalid. Students enrolled in 2025 shall provide certificates obtained during their previous stage of study.)

五、申请时间&申请方式

V. Application Period and Procedure

（一）申请时间：2025年11月18日-12月2日18：00截止。逾期不予受理。有意参评者，务必按时提交申请材料，逾期未提交申请视为放弃参评资格。评审结果公示计划时间：12月9日-12月15日。

(1) Application Period: November 18, 2025 – 18:00, December 2, 2025. Late submissions will not be accepted. Applicants who fail to submit the materials on time will be deemed to have forfeited their eligibility. Planned public announcement of results: December 9–15.

（二）申请方式：本人自行提交申请材料至国际学生科办公室（8105）。学校将按相关规定进行评审后公示。

(2) Application Procedure: Applicants must submit all application materials in person to the Office for International Students (Room 8105), College of International Education. The University will conduct evaluations and publish results in accordance with relevant regulations.
