一、项目简介
1. Program Introduction
为深化中外青年学术友谊和交流互鉴，搭建世界青年科研人才交流平台，国家留学基金管理委员会2026年继续实施中国政府奖学金短期科研交流（英文简称China Link）项目。此项目是面向希望在中国从事学术与研究活动的国际学生和教职人员的中国政府奖学金短期科研交流项目。旨在加强CSC海外合作大学与中国大学之间长期的研究合作及双向师生/人员流动，并支持其他国家全日制学生、教师及研究人员来华进行非学历进修。
In order to deepen the academic friendship and mutual understanding between Chinese and foreign young generation, and to build a platform for the exchange of scientific research young talents in the world, China Scholarship Council (CSC) continues to carry out China Link Short-term Scientific Exchange Scholarship Program (referred to as China Link Scholarship) in 2026. This program is a Chinese Government Scholarship initiative for international students and faculty members hoping to engage in academic and research activities in China. It aims to strengthen long-term research collaboration and two-way staff/student mobility between CSC’s overseas partner universities and Chinese universities, and to support full-time students, teachers, and researchers from other countries to undertake non-degree study in China.
二、项目计划
2. Program Plan
（一）资助类别
(1) Funding Categories
1.普通进修生：适用于在读本科生或硕士生。
General Scholar: Applicable to current undergraduate or master’s students.
2.高级进修生：适用于在读博士生或教职工。
Senior Scholar: Applicable to current PhD students or faculty/staff.
（二）资助期限：1个月至12个月
(2) Funding Duration: 1 month to 12 months.
（三）授课语言：英语或中文，取决于具体专业设置安排。
(3) Working Language: English or Chinese, depending on the specific program arrangement.
（四）资助领域：除汉语言外，详细专业列表见附件1。
(4) Fields of Study: All fields except Chinese Language. For a detailed list of majors, please refer to Attachment 1.
（五）资助内容：在华期间享受全额奖学金资助，包括学费、校内住宿费、综合医疗保险费；按照中国政府奖学标准提供生活费，其中，普通进修生3000元人民币/月，高级进修生3500元人民币/月。
(5) Scholarship Coverage: Successful applicants will receive a full scholarship from CSC during their stay in China, including tuition waiver, free on-campus accommodation, comprehensive medical insurance and monthly stipend (CNY 3,000 for general scholars; CNY 3,500 for senior scholars).
（三）项目开展时间
(3) Program Timeline
全年均可申请，但来华起始时间不能晚于2027年8月31日。
Applications are accepted all year round, but the start study in China must be no later than August 31, 2027.
（四）申请条件
(4) Eligibility
1.非中华人民共和国国籍，身心健康；
Be a citizen of a country other than the People’s Republic of China and be in good health both mentally and physically.
2.申请普通进修生时年龄不超过45周岁；申请高级进修生时年龄不超过50周岁；
Be under 45 applying for general scholars.
Be under 50 applying for senior scholars.
3.申请及参与项目期间，须为国家留学基金委国外合作院校全日制在读学生或教职员工。CSC外国合作大学名单详见附件2。
Register as full-time student or employed as full-time academic staff at CSC’s foreign partner university by the time of application and throughout the proposed stay in China.

4.满足学校相关学术科研能力要求及其他条件。
Meet the relevant academic and research capability requirements and other conditions set by the university.
5.已获得成都理工大学发出的录取通知书或邀请函。
Have received an admission notice or invitation letter issued by Chengdu University of Technology.
（五）申请流程
(5) Application Procedure
申请人须在CSC网上申请系统和成都理工大学网上申请系统中同时提交申请。请在申请前仔细阅读申请说明。
Applicants must submit applications both in the CSC Online Application System and the Chengdu University of Technology Online Application System. Please read the application instructions carefully before applying.
1.CSC网上申请系统指南：详见China link项目申请人中国政府奖学金来华留学管理信息系统操作指南（附件3）。
1. CSC Online Application System Guide: Please refer to the “China Link Program Applicant Operation Guide for the Chinese Government Scholarship Information System” (Attachment 3).
请注意：成都理工大学受理机构编号为：10616。输入五位数的机构编号后，中方接收院校名称将自动显示。机构编号与中方接收院校名称直接关联。如填写错误，中方接收院校将无法处理在线申请。
Please Note: The Agency Number for Chengdu University of Technology is: 10616. After inputting the five-digit agency number, the name of the Chinese host university will be automatically displayed. The agency number is directly linked to the Chinese university name. If filled in incorrectly, the Chinese university will not be able to process the online application.
2.成都理工大学网上申请系统指南：搜索https://cdut.at0086.cn/student注册账户并激活；点击“在线申请”→“选择招生类别”→“中国政府奖学金短期科研交流项目”；如果您是本科生或硕士交换生，请点击“普通进修生”；如果您是博士生交换生或研究学者，请点击“高级进修生”；填写所有必填项，提交所有申请材料以完成申请。
2. Chengdu University of Technology Online Application System Guide: Search for https://cdut.at0086.cn/student to register and activate your account; click “Online Application” → “Select Admission Category” → “Chinese Government Scholarship Short-Term Research Exchange Program”; if you are an undergraduate or master’s exchange student, click “General Scholar”; if you are a PhD exchange student or research scholar, click “Senior Scholar”; fill in all required fields and submit all application documents to complete the application.

(6) Application Documents
1. 本人证件照；
1. Recent passport-sized photo.
2. 有效护照个人信息页；
2. Photocopy of the bio page of a valid passport.
3. 经过公证的最高学历证明或现就读/任职大学出具的在读/在职证明（当前所在国外大学出具的在校证明或工作证明）；
3.Notarized highest diploma or Certificate of Enrollment/Employment from current university (School letter or employment letter issued by the current foreign university).
4. 最高学历成绩单；
4. Academic transcripts of the highest education obtained.
5. 学习计划：中文或英文的个人陈述或研究计划，不少于500字；
5.Study Plan: A personal statement or research proposal in Chinese or English, with a minimum of 500 words.
6. 《外国人体格检查表》：计划在华学习超过6个月的申请人须提交用英文或中文填写完整的《外国人体格检查表》复印件。计划在华学习少于6个月的申请人可上传个人声明；
6. Foreigner Physical Examination Form: Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English or Chinese. Applicants staying in China for less than 6 months may upload a personal statement instead.
7. 无犯罪记录证明：计划在华学习超过6个月的申请人须提交由当前居住地公安部门出具的无犯罪记录证明复印件。计划在华学习少于6个月的申请人可上传无犯罪记录声明代替；
7. Non-criminal Record Certificate: Applicants planning to stay in China for more than 6 months must submit a photocopy of the non-criminal record certificate issued by the public security authorities of their current place of residence. Applicants staying in China for less than 6 months may upload a non-criminal record statement instead.
8. 预录取材料：中方接收院校出具的预录取证明或邀请函（可选）；对于普通进修生（本科生、硕士生）和博士生，完成在线申请并被接受后，可由成都理工大学出具录取通知书；对于高级进修生（教职工或研究学者），可由成都理工大学相关学院出具邀请函；
8. Pre-admission Documents: Pre-admission notice or invitation letter issued by the Chinese host university (Optional). For General Scholars (undergraduates, master's students) and PhD students, an admission notice can be issued by Chengdu University of Technology upon acceptance of the online application. For Senior Scholars (faculty/staff or research scholars), an invitation letter can be issued by the relevant school/department of Chengdu University of Technology.
9. 已发表论文或文章（可选）；

（七）奖学金确认
(7) Scholarship Confirmation
成都理工大学将提名候选申请人至CSC，CSC将审核提名候选人的资格和条件，批准奖学金获得者名单，并将录取材料发送给成都理工大学。成都理工大学将录取材料（录取通知书、来华学习签证申请表）发送给奖学金获得者。
Chengdu University of Technology will nominate candidate applicants to CSC. CSC will review the eligibility and qualifications of the nominated candidates, approve the final list of scholarship recipients, and send the admission documents to Chengdu University of Technology. Chengdu University of Technology will then send the admission documents (Admission Notice, Visa Application Form for Study in China) to the scholarship recipients.
