为深入贯彻党的二十大和二十届历次全会精神，贯彻落实《教育强国建设规划纲要（2024—2035年）》，深入推进《习近平谈治国理政》多语种版本进高校、进教材、进课堂（简称“三进”）工作，深化高校外语教育改革，培养高素质国际传播人才，推进高水平对外开放，促进文明交流互鉴，为构建人类命运共同体积极贡献力量。现将有关事项通知如下。
To thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th CPC Central Committee, fully carry out the Outline for Building China into a Leading Country in Education (2024–2035), and further advance the “Three Enters” initiative—bringing the multilingual editions of Xi Jinping: The Governance of China into universities, textbooks, and classrooms—this competition aims to deepen reform in foreign language education in higher education institutions, cultivate high-caliber international communication professionals, promote high-level opening-up, encourage exchanges and mutual learning among civilizations, and contribute to building a global community with a shared future for mankind. The relevant arrangements are hereby announced as follows:
一、比赛宗旨：讲好中国故事，服务国际传播
I. Competition Purpose: Tell China’s Stories Well, Serve International Communication
以大赛为平台，展现可信、可爱、可敬的中国形象，展现积极向上、奋斗激扬的青年力量。大赛依托各类媒体平台，促进院校交流与成果传播，不断提升高校参与度、社会认知度和国际关注度，组织高校青年学子运用多种语言向国际社会生动阐释中国之路、中国之治、中国之理，广泛传播中国主张、中国智慧、中国方案，为推动中国更好走向世界、世界更好了解中国作出积极贡献。
The competition serves as a platform to present a credible, lovable, and respectable image of China, while showcasing the positive, dynamic, and aspiring spirit of today’s youth. Relying on various media platforms, the contest promotes inter-university exchange and dissemination of achievements, continuously enhancing university participation, public awareness, and international attention. Participants are encouraged to use multiple languages to vividly explain China’s development path, governance model, and underlying principles to the international community, while widely sharing China’s propositions, wisdom, and solutions. In doing so, they contribute to helping China better engage with the world and helping the world better understand China.
来华留学生须结合自身文化背景、经历与见闻，理解当代中国，了解中国改革与发展成就，加深对中国理论和中国实践的认识，读懂中国发展背后的深层逻辑；帮助来华留学生在进一步提高中文水平的同时以短视频呈现有温度、富含精神力量的中国故事，推动文明互鉴，促进民心相通；推动高校国际中文教学改革与创新，为培养熟练掌握中文、适应国际经济及社会发展的专业人才，为深化各国人民友谊，推动构建人类命运共同体作出贡献。
International students in China are expected to draw on their own cultural backgrounds, personal experiences, and observations to understand contemporary China, learn about China’s achievements in reform and development, deepen their understanding of Chinese theories and practices, and grasp the underlying logic behind China’s development. At the same time, the contest aims to help international students further improve their Chinese proficiency while presenting warm and spiritually inspiring stories about China through short videos, thereby promoting mutual learning among civilizations and strengthening people-to-people connections. The competition also seeks to promote reform and innovation in international Chinese language education in universities, cultivate professionals proficient in Chinese who can adapt to international economic and social development, deepen friendship among peoples of all countries, and contribute to building a global community with a shared future.
二、大赛主题：“数说中国”
II. Theme of the Competition: “China in Numbers”
国际中文组短视频赛项主题“数说中国”。
The theme of the International Chinese Group Short Video Competition is “China in Numbers.”
从宏观经济运行、产业发展指标，到百姓民生福祉、日常生活变化；从科研创新投入、核心技术突破，到生态环境保护、绿色低碳发展，一串串真实鲜活的数字，既是时代发展的清晰刻度，也是社会进步的生动注脚。
From macroeconomic performance and industrial development indicators to improvements in people’s livelihoods and changes in everyday life; from investment in scientific research and breakthroughs in core technologies to ecological conservation and green, low-carbon development… Countless vivid and authentic figures serve not only as clear markers of the times, but also as powerful testimony to social progress.
参赛作品结合可视化呈现与故事化表达，以短视频为载体，用鲜活镜头、通俗表达，立体展现中国经济提质增效、民生持续改善、科技自立自强、生态稳步向好的发展图景，生动讲述客观、立体、温暖的新时代中国故事，展现中国高质量发展的坚实足迹与切实成效。
Combining visual presentation with storytelling, participants are encouraged to use short videos featuring vivid footage and accessible narration to comprehensively showcase China’s achievements in improving economic quality and efficiency, enhancing people’s well-being, achieving greater scientific and technological self-reliance, and steadily improving the ecological environment. The videos should present objective, multidimensional, and heartwarming stories of China in the new era, highlighting the solid progress and tangible outcomes of China’s high-quality development.
三、大赛内容
III. Competition Content
参赛选手结合自己的亲身体验和跨文化交流经历，围绕本年度比赛主题“数说中国”制作原创短视频，视频时长3—5分钟，须配中文字幕，可自定小标题。
Participants should create an original short video centered on this year’s theme, “China in Numbers,” based on their own personal experiences and intercultural communication experiences. Video length: 3–5 minutes. Chinese subtitles are required. Participants may choose their own subtitle/title for the video.
四、作品要求
IV. Requirements for Entries
1. 作品须为横版录制，分辨率为1280×720及以上，视频格式为MPG、MPEG、AVI、MOV、WMV、MP4等。
Videos must be recorded in horizontal format with a resolution of at least 1280 × 720. Accepted formats include MPG, MPEG, AVI, MOV, WMV, MP4, etc.
2. 参赛作品须遵守中华人民共和国相关法律法规，符合《网络短视频内容审核标准细则》相关要求，内容积极向上，传播社会正能量。
Entries must comply with the laws and regulations of the People’s Republic of China and meet the requirements of the Detailed Standards for the Review of Online Short Video Content. Content should be positive, uplifting, and promote positive social values.
3. 禁止一稿多投，确保参赛作品在历史上或同期未曾参加其他赛事，且从未在大赛要求的渠道外公开发表。
Multiple submissions of the same work are prohibited. Entries must not have participated in any other competitions in the past or concurrently, nor have they been publicly released through channels outside those specified by the competition.
4. 参赛作品为个人或团队创作的原创作品，确保作品版权明晰无争议，包括但不限于创意、画面、配乐、音效、特效、字体版权及肖像授权等。参赛作品画面如引用他人素材或由AI生成，须在画面左上角进行标注。
Entries must be original works created by individuals or teams. Participants must ensure clear and undisputed copyright ownership, including but not limited to creativity, visuals, background music, sound effects, special effects, font copyrights, and portrait authorization. If third-party materials or AI-generated content are used, they must be clearly labeled in the upper-left corner of the screen.
5. 作品旁白须为参赛选手配音的中文音频，不可使用人工智能语音、剪辑软件字幕配音等。
The narration must be Chinese audio voiced by the participant(s). AI-generated voices or subtitle dubbing generated by editing software are not permitted.
6. 作品中不得出现参赛院校名称及图标、选手姓名及指导教师姓名等信息，也不可添加大赛要求外的其他水印。
Entries must not contain the name or logo of the participant’s university, the participant’s name, the instructor’s name, or any unauthorized watermark beyond those required by the competition.
参赛选手须严格按照以上作品要求参赛，否则组委会有权取消作品参赛资格及所获奖项。以上作品要求追溯有效。
Participants must strictly comply with all the above requirements. Otherwise, the organizing committee reserves the right to disqualify the entry and revoke any awards received. These requirements remain valid retroactively.
五、参赛形式
V. Forms of Participation
选手可选择个人或团队任一形式参赛。团队参赛单支队伍不超过5人（团队成员均须为来华留学生），不可跨校组队。每位选手仅可提交1个作品，一经发现违规，则取消该选手及选手所在团队的参赛资格。
Participants may compete individually or as a team. Each team may consist of up to 5 members, all of whom must be international students studying in China. Cross-university teams are not permitted. Each participant may submit only one entry. Any violation will result in disqualification of both the participant and the team.
每个参赛作品需指定指导教师，每组指导教师不超过3名。
Each entry must designate supervising instructor(s), with no more than 3 instructors per team.
参赛选手须扫描二维码填写报名表、提交作品，作品提交截止时间为6月10日，作品以“队长中文姓名+作品名”命名。作品提交后，我们将组织专家进行评审，最终比赛结果将于6月下旬公布。
Participants are required to scan the QR code to complete the registration form and submit their videos. The submission deadline is June 10. Entries should be named in the format: “Team Leader’s Chinese Name + Title of the Work”. After submission, experts will be invited to review the entries. Final results will be announced in late June.

六、奖项设置
VI. Awards
设置金、银、铜奖，获奖比例分别为本校参赛选手人数的5%、15%、25%。各校晋级省赛的名额由各省赛组委会分配。
Gold, Silver, and Bronze Awards will be presented, accounting respectively for 5%, 15%, and 25% of participants. The number of participants advancing to the provincial competition will be allocated by the provincial organizing committee.
校赛设置指导教师奖。
The university-level competition includes a Guiding Teacher Award.

1. 以上比赛方案若有调整，以赛前公布方案为准。
If adjustments are made to the competition plan, the final version announced before the competition shall prevail.
